Strap is comfy but doesn't actually provide any power to the quest 3. Will notify me that the quest is charging but then instantly stop charging.

I have used the old Kiwi Headstrap with my Quest 2 for two years.
So this time, for the Quest 3, I ordered the K4 Boost Battery Headstrap, and it's even better.
The comfort level and battery are perfect, and the hidden control at the back looks neat and convenient.
If you do not already have a 45W charger, you must buy one to make the best use of the battery head strap.
